Campus Neighborhoods Revitalization Corporation (CNRC), also known as Sunnyside Up, is a 501(c)(3) non-profit group based in Morgantown, West Virginia.
The Morgantown Area Partnership oversees the CRNC community development program to improve job and creation, develop competitive workforce capacity and affect progressive public policy. While CNRC will still operate independently, belonging to the Partnership allows for a cohesive plan in revitalizing Morgantown and promoting economic growth.
CNRC was created in October 2002 with support of the City of Morgantown and West Virginia University, to develop, design, finance and implement urban land use plans. These plans are designed to eliminate blight, improve conditions and prevent future deterioration in the neighborhoods surrounding the West Virginia University campus (WVU).
The initial area of focus was the Sunnyside neighborhood, which lies between the Downtown and Evansdale Campuses of WVU and is close to the Law School and Downtown Morgantown. Historically, Sunnyside has served as a student enclave. However, deterioration of housing stock and related infrastructure significantly increased in the early 2000s and Sunnyside was designated as a blighted neighborhood.
In 2004, CNRC developed the Sunnyside Up Comprehensive Development Plan for the neighborhood, and pushed for the designation of a Tax Increment Financing (TIF) District. In 2008, the City of Morgantown designated CNRC as the “developer” of the Tax Increment Financing (TIF) project for the Sunnyside TIF District.
Comprehensive Revitalization Plan
The Comprehensive Revitalization Plan seeks to create an urbane neighborhood known for its livability, convenience and character. With a diversity of housing types, mixed-use development, infrastructure improvements and civic amenities, Sunnyside will be attractive to students, faculty, urban professionals and young families.
